mergency Rental Assistance Program

The Montour County Human Services Department will do all it can to assist you in filing for emergency rental and utility funds through the EMERGENCY RENTAL ASSISTANCE PROGRAM.

On this site we have listed the information you will need to submit a completed application. We would suggest you read through the Montour County Plan, and the Instructions and Information policy established by the Department of Human Services in Harrisburg.

Next, we suggest you print out a copy of the application form and take steps to gather all the necessary documents required before attempting to submit for assistance. There are two avenues for submitting applications. The first is going online to complete an application for yourself. This would be accomplished by going to the COMPASS website. The COMPASS program is where all applications will be submitted for review. Please note that you cannot start an application in COMPASS, stop to gather documents, and come back to complete it – their program will not save your work. It is a start to finish process, all at one time.  

Applicants are advised to make sure to select MONTOUR from the county of residence dropdown list at the beginning of the application.  If the incorrect county is selected, the application will not be routed for processing in Montour county and could result in processing delays or denial of the application.

The second option to completing the application online yourself is to contact our office (using the designated phone number or email address) and scheduling an appointment to have us assist you in the completion and submission of your application.

  • Documents Establishing Income (For anyone in your household 18 years of age or older):
    • Pay Stubs
    • Unemployment, Social Security, Veteran's Benefits, Supplemental Social Security, Support Payments
    • Pensions
    • 2020 W-2 form(s)
    • 2020 and/or 2021 Income Tax Return
  • Documents Establishing Expenses:
    • Rent
    • Electric
    • Gas
    • Propane
    • Oil
    • Coal / Wood / Other Heating Fuel Source
    • Trash
    • Water / Sewer
  • Current Lease
